European Research Area: what vision and what governance?
The Minister of Higher Education and Research, by letter dated 10 March 2008, requested the Secretary of State for Forward Planning, Assessment of Public Policies and Development of the Digital Economy to reflect on the European Research Area (ERA). To this end, the Strategic Analysis Centre has established a working group to allow the French Presidency of the European Union in the second half of 2008 to launch the process leading to negotiations on the future plan implementation ERA centering the debate on governance and joint programming.
Words - are the keys to this reflection: refocusing on key challenges, focusing on competitiveness and innovation in articulation with the social and environmental change of pace in the structural reforms but also, and crucially, reinvestment policy of member states and national policy coordination within the framework of variable geometry, sometimes facilitated and supported by the Commission, whose role is central.
