The current context of economic recession and climate emergency offers the opportunity to wind a large-scale development, although some technical and economic barriers still to overcome. Critics are numerous in Europe and seem to intensify in the French area, where the prevalence of nuclear, non-carbon energy production cost particularly competitive, wind weakens the argument.

What really and what are the major parameters in the cost of wind power for the community? Some countries have bet on wind energy: the careful examination of the policy levers used to highlight some interesting.

The report "The Leap Wind" proposes to assess the profitability of wind energy as a function of the possible evolution of a number of parameters (fossil fuel prices, improved technology, optimizing the potential of wind ). It also highlights the weaknesses of French industry. Through analysis of foreign examples, it offers incentives levers so that the measures proposed by the Grenelle Environment Forum meet both the climate emergency and the need for greener growth.

Centre for Strategic Analysis, wind development in France must obey a three-step test: fulfill the commitments set by the Grenelle Environment, create jobs but also equitable distribution of risks between the taxpayer and investor, so that it continues to obtain sufficient profitability and increased share of wind in the contribution to public service electricity is acceptable to the consumer.

Different levels of deployment should be considered. Large fields, create jobs, could be subject to bidding. Medium sized fields would continue to receive the discount purchase existing: local people would be invited to join the project.
