Initial vocational training in Germany is it a model for France? (Policy Brief 322 - February 2013)

This note discusses the history and current systems of vocational training of young people in France and Germany to capture the practical conditions of mutual inspiration.

  • Initial vocational training in Germany is it a model for France?

Presented as a central element of competitiveness German system of vocational training attracted the interest of many countries, starting with France, where the learning debate comes up regularly on the performance of the system in Germany. It is true that unemployment among young workers in Germany is at a very low level: in November 2012, the unemployment rate of young Germans stood at 8.1%, while that of young French workers was three times important. The analysis of the historical depth of French and German systems captures the structural differences between them and the challenges they share. The German system can inspire reflection on the French division of responsibilities between actors learning, the social value placed on career paths, on how to support apprentices and, finally, the development prospects of mobility of those on both sides of the Rhine.
