
With 4.5 million units, public housing French is one of the largest in Europe. However, some believe that the overall production of housing is inadequate and inappropriate to the social demand.
This brings up the question of public production but also to that of residential mobility, which progresses in the private rental while decreasing in the social rented (annual turnover by 18% and 9%).
The mismatch between supply and demand makes it more acute the problem of access to social housing, in particular the determination of the target audience can qualify. In France, this issue is present in all the laws passed since 2007, including the law establishing the right to housing (DALO).
Moreover, the EU stresses the need for improved transparency of the allocations. How perfect it while preserving the autonomy of local actors? What effect on the target audience? To inform the debate in France, this paper presents various foreign experiences.
