The digital divide in France

Vincent Chriqui, Director General of the Centre d'analyse stratégique has released the report "The Digital Divide in France, Wednesday, April 20, 2011.

Adopted at the initiative of Parliament, Article 25 of Law No. 2009-1572 of 17 December 2009 on the fight against the digital divide provides that: "Within six months of publication of this Act, the Government shall submit to Parliament a report on the digital divide in order to provide clarification on the different categories of the population having no computer equipment or Internet access in their homes. This paper also examines the relationship qu'entretiennent the "digital natives" with the Internet to improve knowledge about the consequences, particularly on school work, the use of the Internet. It also implies the Exploring the training destined to these public and shall also identify the players associations working to reduce the digital divide. Finally, it establishes the conditions for subscription service to Internet social tariff. "

This report responds to that request. It focuses primarily upon the nature of the various digital divides that exist in France, then consider the specific behavior "digital natives" and an update on actions underway or expected to leverage the full potential of information technology and communication for education (CTBT) but also to meet the behavior of the new generation. It addresses the issue of social treatment of the Internet and this, in the Appendix, examples of associations that work to reduce the digital divide.

  •   The recommendations of the Strategic Analysis Centre:

1 - Several digital divides exist: the bridge requires a strong political action, sustainable and broad information campaigns

2 - The digital divide among the youngest population deserves special attention

3 - A social treatment of the Internet is necessary

4 - Integrating the elderly in the digital society helps them stay in their homes longer and to correspond with relatives

5 - The digital natives adopt new behaviors based on greater interactivity

6 - To accompany the "Development Plan uses the Digital School" and the challenges

7 - The use of digital technologies abroad in the field of education highlights a number of good practices

8 - Digital technologies can mitigate inequalities in school

9 - Continuing education and distance education should find a new impetus in the development of digital technologies

In preparing this report, the Centre d'analyse stratégique was based on a firm's work BearingPoint identifying good practices in six OECD countries that use more digital technologies.
