Report - A Spatial ambition for Europe

Report - A Spatial ambition for Europe

11/10/11

The Center for Strategic just submitted to Laurent Wauquiez, Minister of Higher Education and Research, the report:

Spatial ambition for Europe. A French vision by 2030 .

Space is more than ever a political, strategic, industrial, commercial and societal. If the will to assert itself as power was the cause of development, space assets - military or civilian - have today become indispensable tools for economic activities, research and everyday life.

The report

Without the mastery of space technologies and without free access to space, European and French sovereignty could not be fully exercised. The space has also become one of the jewels of European industry, which is expressed by the scientific and technical excellence.

However, this sector is currently facing three problems: First of governance, with the entry into force of the Lisbon Treaty, which assigns to the European Union shared competence in space; cooperation strategy then while the United States deep redirect its space program, and finally rise to a number of countries, which represent a challenge to international security and a challenge to European trade positions.

A working group of high level, chaired by Emmanuel Sartorius and composed of industry experts from public institutions, industry and research, convened late 2010 and early 2011, to better understand the evolution of this vital sector and to identify possible areas of European space policy in 2030.

The group conducted its work from the analysis of the existing, hearing of representatives of European institutions, space agencies, industry, scientists and foreign dignitaries, as well as analysis contributions written especially for him.

On this basis, the group conducts its reflections around three main axes that structure this report: the form that might take a future governance of European space, the determinants of a European space policy and, finally, the great options in 2030.

An examination of various scenarios of evolution of European space and the financial perspective in the medium and long term has enabled the group to make recommendations on what could or should be the objectives and the means of a European space policy 2030.
